I don't think I even need to hold 80% of the 33 counties that made up Italy because Italy isn't part of the Empire of Italia anymore. When an empire has no de-jure kingdoms left then it becomes titular, same as if you have a kingdom that has no de-jure dutchies. Its probably a titular empire in my game because all the kingdoms that start as a de-jure part of the Empire of Italia (only Italy, not Sicily even though that is required to create it) have been part of the Holy Roman Empire for over 100 years so they are now a de-jure part of HRE through de-jure drift. How do you get to the screen to create Empire of Italia? I got there by clicking Find Title then typing "ITAL" then clicking on Empire of Italia.
